Abstract:
EU regulatory initiatives concerning technology-related topics have spiked over the past few years. With the overarching intention to make Europe ‘Fit for the Digital Age’, the European Commission has been releasing new texts regulating a number of technology topics, including data uses, online platforms, cybersecurity and artificial intelligence. This talk will present three phenomena which are common to these regulatory initiatives: act-ification, GDPR mimesis, and regulatory brutality. By analyzing these elements, it will be possible to grasp a new European technology law-making paradigm that seems to be emerging. Indeed, they divulge a new-found confidence on the part of the EU digital technologies legislator, who is being asserting for itself the right to form policy options and create new rules in the field for all of the European Union.
About the speaker:
Dr Vagelis Papakonstantinou is a Professor on Personal Data Protection Law at the Faculty of Law & Criminology of the Vrije Universiteit Brussel, focusing also on Cybersecurity, Intellectual Property, and the broader topic of technology regulation.
Since the early 2000s Vagelis Papakonstantinou has participated in the law-making committees for the release of all major EU, Council of Europe and Greek laws and regulations on personal data protection. Over the same period of time, he has participated or managed dozens of EU-funded research projects on related fields of law.
